Charter communities are municipal corporations. Councils are comprised of first nation (elected in first nation elections) members and members of the public elected at large.
First nations are aboriginal bands that have governing authorities under the Indian Act and involved in self-government negotiations with the federal government which will define their own constitutions and law making authorities. In some areas, both land claims and self-government are under negotiations.
